Health Policy and System Innovations

Thematic relevance

Germany has one of the most expensive health care systems in the world. Nevertheless, health outcomes in many places still fall short of what is possible. At the same time, the challenges are growing: an aging population, rising costs, a shortage of skilled workers, and a great need for preventive care. For innovations to have an impact, there needs to be a political and structural framework that enables change and ensures that successful approaches are firmly established over the long term.

At the same time, the health care system is facing a fundamental transformation. For decades, the focus was primarily on treating illness. Today, the question of how health can be maintained, promoted, and more equitably distributed is increasingly taking center stage. Topics such as prevention and health promotion, health literacy, strengthening primary care, new professional roles, cross-sector collaboration, and digitalization therefore dominate current health policy debate. This calls for new approaches that go beyond individual reforms and further develop the health care system over the long term.

The RBIH's ambition

The RBIH is actively helping to shape the framework for tomorrow's health care. Science, health care provision, education, and health policy are specifically linked to foster collaboration, open up new perspectives, and develop joint solutions. The goal is to advance reforms, integrate innovations into standard care, and achieve sustainable improvements in the health of the population.

The impact approach: how change is shaped

Scientific evidence, practical experience, and dialogue on health policy are brought together. Studies, position statements, the work of expert committees, and innovative formats for dialogue help develop concrete solutions to current challenges and bring relevant stakeholders into conversation with one another.

In addition, the RBIH supports the transfer of successful pilot projects into standard care. This approach considers not only the effectiveness of innovations but also the conditions necessary for their sustainable integration into the system, thereby bridging the gap from the initial idea and evidence to widespread implementation in practice.

Initiatives an event series in the area of “Health Policy and System Innovations”

The Ideas for Impact Health Award recognizes innovative projects that have the potential to bring about sustainable improvements in health care. It focuses on solutions that improve the quality of life for older adults and identify new approaches to providing care tailored to their needs. The award highlights promising approaches, promotes their dissemination, and encourages the transfer of successful innovations into practice.

The Stuttgart Health Forum is a joint, exclusive dialogue format organized by the Robert Bosch Stiftung and the Bosch Health Campus. In a confidential setting, high-level decision-makers and key stakeholders in the health care sector from Baden-Württemberg discuss current health policy challenges and reform options. The goal is to bring together different perspectives, promote dialogue, and provide new impetus for the further development of the health care system.

The event series “The Länd” addresses current challenges in health care in Baden-Württemberg. Together with decision-makers from the worlds of politics, academia, and professional practice, concrete reform proposals – ranging from health literacy and prevention to new models of care – are discussed based on in-depth analyses, feasibility studies, or representative public opinion polls. The goal is to bring scientific findings into the public and political debate, to promote dialogue among relevant stakeholders, and to highlight viable solutions for practical application.

The F.A.Z. Capital Health Debates provide a forum for open discussion on key issues shaping the future of the healthcare system. Leading representatives from politics, self-governing bodies, healthcare providers, academia, and business come together to discuss current challenges, assess prospects, and develop solutions for an effective healthcare system. The event series combines in-depth analyses with practical debates and fosters dialogue among the industry’s key stakeholders.

In the book “The Future of Health Care. Revitalizing the German system” (2025), the three authors—Prof. Dr. med. Christian Karagiannidis, Prof. Dr. Boris Augurzky, and Prof. Dr. med. Mark Dominik Alscher—explain in accessible terms the pressing challenges facing healthcare in Germany and offer a clear vision of how the healthcare system can be made sustainable by 2030. They provide practical solutions and a comprehensive package of measures.
